121 General discussion We therefore present the following recommendations: Accessible basic registration Vulnerable people without an address should be able to get insurance much quicker, with the help of designated employees, who may or may not be from the GGD. These employees must have the confidence of the local government to make a statement about the legitimacy of the insurance, even without all the formalities being processed, such as having an identity card and an address. People who do not have an address after detention have problems getting insured again. This is because during detention the Ministry of Justice and Security is responsible for medical care, and health insurance is frozen. After release, however, the insurance is not actively renewed by the Ministry of Justice and Security. It is therefore of great importance that people, after release from detention, are assisted in obtaining an address, and conse- quently, health insurance. If a Dutch citizen has no residential address but is residing in the Netherlands, this person should, on the basis of a postal address, at least be registered in the Personal Records Database. This is necessary to apply for an ID-card and benefits, and also for registration with housing corporations and health insurance companies. If necessary, municipalities should automatically register the person in question at a municipal postal address if he or she is eligible to do so and does not report this himself or herself. Municipal officials require information to be able to recognize vulnerability in requests for registration in the Personal Records Database. The different social organisations such as the homeless shelters, the neighbourhood teams, and the professionals involved after release from detention or after staying in a GGZ-institution (a Dutch mental health institution) should be well informed about regulations regarding the importance of registering in the Personal Records Database. Directly accessible medical care At the gate of the hospital, general practice or healthcare facility, the professional oath of healthcare providers should be respected. In concrete terms, this means that the duty of care for this target group is paramount. There should be more knowledge of, and better application of, the scheme for the uninsured.
