104 Chapter 7 Improving implementation In order to reduce the implementation problems described above, healthcare providers and institutions need tools to facilitate reporting in the right way. A flow chart, which provides clarity to care workers and can prevent unnecessary discussion on the work floor about how the administrative policy should be, can be one of these tools. This way, care institutions can save on pointless collection procedures and they can claim provided care at the CAK. Therefore, we designed the Flowchart Care for the Uninsured (see figure). In addition to the uninsured who are obliged to have a basic health insurance, this flow diagram also includes asylum seekers and uninsurable foreigners. Both care providers and people responsible for the access to and the financial settlement of care, should be aware of the subsidy scheme and flowchart. For example, workers at regis- tration desks, A&E, laboratories, X-rays and the financial department. These people could be trained with support of the Zorgverzekeringslijn (Health Insurance Line: an organi- sation that provides independent advice and practical tips for solving health insurance debts) preferably in cooperation with experience experts. 8 We recommend that health care institutions use the flowchart, and appoint an official to make the flowchart his/her own. Furthermore, we recommend to make the flowchart available on the internal website for easy consultation. In this way, the uninsured will have access to the care and attention to which they are entitled.
